A Board of Fellows, which of all fellows of the Organization, exists. It meets at least once a year, during the Annual Conference or the biennial March Seminar. The President and Secretary General of CON, if not fellows, are in attendance to present an address on major issues affecting the Organization and take records of the Board's proceedings respectively. If the Secretary General is a fellow, he/she serves as the Secretary of the Board of Fellows. The most senior fellow present at the Board of Fellows Meeting chairs the meeting.
