At the Annual General Meeting held on --- December 1998 at the University of Lagos, Akoka, Lagos, EXCO recommendation that fellowship be awarded to deserving members of CON at a Biennial Seminar to be hosted at its headquarters in Jos on 4 March 1999 was approved. In this connection, a biennial seminar where a guest speaker would deliver a speech on a chosen theme and members make their contribution through paper presentation and discussion would follow to generate an appropriate communique was accepted.


It was agreed that the biennial seminar must be held in Jos during which occasion fellowship of the organization would be awarded to deserving members. The first seminar was scheduled for 1999 during which four distinguished members were conferred fellows of CON. At the Annual General Meeting held in University of Nigeria Nsukka on Thursday 21st September 2000, EXCO recommendation for March 2001 seminar was approved. The date was 14th March and seminar topic was "Challenge of Secondary Education in Nigeria in the 21st Century" to be delivered by Prof. S O Ayodele, the Director of Institute of Education, University of Ibadan, Ibadan. Following the report that the first seminar was held at a loss due mainly to poor attendance attributed to the fact that papers were not presented at the seminar, it was agreed that paper presentation should start at the forth-coming seminar. The papers found publishable should be published in the journal of CON. This meant that there would be two journal publications in the seminar year from then on.
